TRAINING ON THE NDPIV INDICATOR MANUAL-MAY 2025
The 4th National Development Plan (NDP IV), which will guide the implementation of Government programs for the period 2025/26 to 2029/30, was approved by Parliament and signed by HE the President on 28th March 2025.
In preparation for its (NDP IV) implementation commencing on 1st July 2025, the Secretariat for Development Plan Implementation (DPI) Programme under the Ministry of Finance, Planning & Economic Development (MoFPED), in collaboration with the Office of the Prime Minister, the National Planning Authority (NPA), and the Uganda Bureau of Statistics (UBoS), has developed a Manual to guide Ministries, Departments &Agencies (MDAs) as well as Local Governments (LGs), in formulation of results and indicators as they draft their strategic plans and local government development plans. The Indicator Manual is a critical tool in aligning institutional planning with the broader objectives of NDP IV.
To this end, MoFPED organized a series of three-day workshops, between 22nd April and 8th May 2025, to disseminate and train government institutions on the usage of this manual.
The objectives of the training workshops were:
- To enhance capacity of institutions in indicator and target development. This included equipping MDAs and LGs with the skills to develop appropriate indicators and to set realistic targets aligned with national development goals.
- To ensure quality and consistency in data practices. This included promoting quality control and assurance practices in data collection, analysis, and reporting across various government entities and NDP Programmes.
- To strengthen use of automation in Monitoring and Evaluation frameworks. This focused on introducing and building an understanding of the recently developed NDP M&E system which is intended to ease management of M&E frameworks, recording of performance data and reporting on the NDP implementation.
Technical officers in charge of planning and M&E across all Programmes and MDAs and from selected local governments, participate in the training workshops.
