Fieldwork assessment carried out at Lyantonde District Local Government
To address the challenges experienced during the implementation of the National Development Plan (NDP) II, the Development Plan Implementation (DPI) Programme was introduced as a key component of NDP III. Its primary goal is to enhance the efficiency and effectiveness of development plan execution by strengthening planning and budgeting processes, improving coordination across government levels, ensuring adequate financing, and reinforcing implementation systems.
The DPI Programme aims to address persistent weaknesses by enhancing monitoring and evaluation frameworks, increasing the use of statistics and evidence in planning, and ensuring greater accountability. Through these interventions, the DPI Programme is critical to the successful delivery of NDP III objectives and advancing Uganda’s transformation into a modern and prosperous society.
Successful implementation of the DPI Programme heavily relies on the active participation of local governments in aligning their strategies, budgets, and activities with the NDP III Programme Implementation Action Plans (PIAPs). However, past experience shows that limited awareness and inadequate technical capacity among local government officials and stakeholders continue to hinder effective execution.
A fieldwork activity in different District Local Governments was thus carried out to assess the;
- Effectiveness and results of DPI Programme interventions at Local Government level.
- Impact of capacity building initiatives provided by the National Planning Authority (NPA) and the Equal Opportunities commission (EOC).
- Effectiveness of contract management training in strengthening public investment management.
- Role of digital revenue collection systems (IRAS, EFRIS &Digital Tax Stamps) in Local Government revenue mobilization.
- Utilization of administrative data to inform planning & decision making.
- Best practices & challenges in the implementation of DPI Programme interventions at LG’s.
- The practical recommendations for improving DPI Programme implementation at Local Government level.
- How the 176 local Governments can best be included within the Programme structures; Programme & Technical Working Groups
